Add authenticated documentation server
- Created docs_server.py with HTTP basic authentication
- Added start-docs-server.sh for easy startup
- Updated README.md with documentation access instructions
- Provides working authentication when .htaccess isn't supported
Usage: ./start-docs-server.sh [port]
