chore: add deploy-tkb.sh

Mirrors the rsync workflow I've been running by hand. Patches the production
<title> to "Tunely" (local index.html keeps "Tunely-DEV" so dev tabs are
distinguishable) and restarts the tkb-plan pm2 process.
